I discovered Bob Voelke from a page on the National Archives website who was available for hire as a researcher (https://www.archives.gov/research/hire-help/locations?facility=washington-dc).
I sent him an e-mail inquiry and he responded quickly. Once I ordered my requested record, I received it in short order.
